การประชุมนานาชาติ :  การคุ้มครองผู้บริโภคในยุคดิจิตอล

ระหว่างวันที่ 3 – 4 เมษายน 2557 ณ อ.เมือง จังหวัดเชียงใหม่ ประเทศไทย จะเกิดการสัมมนาระดับนานาชาติว่าด้วยการคุ้มครองผู้บริโภค International Conference: Consumer Protection in the Digital Age ขึ้น ด้วยความร่วมมือของ สำนักงานคณะกรรมการกิจการกระจายเสียง กิจการโทรทัศน์ และกิจการโทรคมนาคมแห่งชาติ(กสทช.) ร่วมกับมูลนิธิคุ้มครองผู้บริโภค (มพบ.) และองค์กรคุ้มครองผู้บริโภคสากล (Consumers International (CI) ที่ต้องการสร้างความร่วมมือ รวบรวมสถานการณ์โลกต่อผลกระทบที่เกิดขึ้นจากการเปลี่ยนของสื่อในยุคหลอมรวมของสื่อต่างๆ อย่าง อินเตอร์เน็ต โทรทัศน์ วิทยุ โทรศัพท์มือถือ เป็นต้น การคุ้มครองผู้บริโภคจากกิจการเหล่านี้จึงจำเป็นอย่างยิ่งในทุกมิติ ทั้งด้านคุณภาพ การให้บริการ การเคารพสิทธิต่างๆอย่างเสมอภาคและเท่าเทียม ติดตามประเด็นและเนื้อหาที่เกี่ยวข้อกับคุณได้ที่นี่

Dato’ Indrani Thuraisingham, CI AP ME
Indrani Thuraisingham has over 20 years experience working on consumer protection and consumer rights. Currently, she is the Head of the Consumers International (CI) Regional Office for Asia Pacific and the Middle East based in Kuala Lumpur, Malaysia – that oversees CI’s Asia Pacific and Middle East campaigns and operations.

With 240 member organisations spanning 120 countries, CI is the global campaigning voice for consumers. Her responsibilities include overall management of day-to-day operations and direction setting. She oversees on CI’s campaigning and research work in the region, and leads on programs to strengthen CI’s members in the region by providing information and facilitating capacity building programs such as trainings, workshops and conferences as well as supporting them in their fund raising initiatives. Prior to CI, she was the Chief Executive Officer of the Federation of Malaysian Consumers Associations, an umbrella body of consumers associations in Malaysia for 13 years.

Abdul Rohman is researcher and community organizer at Yogyakarta Consumer Institute / Lembaga Konsumen Yogyakarta (LKY. He earned his MPA on non-profit and public organization management from Askew School of Public Administration, Florida State University, US. Mr. Rohman also a lecturer at Communication Department, Indonesian Islamic University, Yogyakarta. His research interest ranges in the area of information and strategic communication, democracy and peace, and gender equality.

Boštjan Okorn,  ZPS – Zveza potrošnikov Slovenije

Boštjan Okorn is the a testing and technology expert at Slovene Consumers’ Association (ZPS – Zveza potrošnikov Slovenije)

His experiences go back in 1993 when he started to cover technology as a journalist for biggest Slovenian newspaper, Delo. In 1999, Boštjan started to write expert articles for Slovene Consumers’ Associations magazine VIP. In 2006, he joined the European funded project on comparative testing and after 3 years became fully employed at ZPS, where he coordinated product testing and also gave advice and wrote about ICT, cars and other technology topics. Boštjan regulary meets people from industry (operators, regulator) and represents ZPS at different technology meetings and round tables.

Nasreldin Ibrahim Shulgami AbdallaSudanese Consumer Protection Association, Sudan

Dr. Nasreldin Shulgami is a Food Scientist. He graduated from Czechoslovak Agriculture University and earned a postgraduate degree from Nottingham University, United Kingdom. He is the Chairman of the  Sudanese Consumer Protection Society.  He is an Honorary Consul of Slovak Rep in Sudan. Dr. Shulgami is a Board Member of the Medical Council, National Drug Council, and the Board of Directors of Sudanese Standard and Metrology Association. He is an activist of more than ten voluntary societies.

Jai Ok Kim, Consumers Korea

Jai Ok Kim is a Council member of National Economic Advisory Council appointed by President of Korea. Ms. Kim is a Board member of National Medical Center.

She is also the  President of Korea Climate Environment Network, which has 46 member organizations from consumers, women, environment, and civil cosiety organizations, which work on Climate Change and environment protection. Last month she was appointed as a Committee member of Presidential Committee on Green Growth in Korea.

She is a Steering Council member of IBFAN AP and PAN AP. She was a Chair of ISO Consumer Policy Committee (ISO COPOLCO). She has served as a Committee member of “Presidential Regulatory Reform Committee “, “Presidential Commission on Sustainable Development (PSCD)”, Korea. Ms. Jaiok, Kim has co- authored 11 books; Changing the Marketplace for a Safer Life for all, Consumer Movement, Consumption Sociology, Climate Change, Oil watch etc.

Pablo Victor Simon Rodriguez Arias, FOJUCC

Pablo Victor Simon Rodriguez Arias is the  Founder and President of the Youth Association of Consumers and Consuming FOJUCC ; graduate of Law, University of Concepción, Assistant in the Department of Economic Law School Law of the University of Concepción.

Since the founding of the organization ( 2002 ), he has been responsible for various challenges and projects: thus, to name a few – have been participants from various Latin American youth forums, seminars, workshops, lectures, conferences and consumer forums at national and international level, has exhibited at various academic and civic spaces, and has promoted various social processes.

He is author of various educational materials, articles and reviews. He has released a publication in 2009 and has been general editor of other publications and writes opinion columns and other information.

Sean Flynn, Associate Director, Program on Information Justice and Intellectual Property Professorial Lecturer in Residence

Sean Flynn teaches courses on the intersection of intellectual property, trade law, and human rights and is the Associate Director of the Program on Information Justice and Intellectual Property (PIJIP). At PIJIP, Professor Flynn designs and manages a wide variety of research and advocacy projects that promote public interests in intellectual property and information law and coordinates PIJIP’s academic program, including events, student advising and curriculum development. Professor Flynn’s research examines legal frameworks promoting access to essential goods and services. He serves as counsel for advocacy organizations and state legislatures seeking to promote and defend regulations that promote access to essential medicines. (PIJIP).

Prior to joining WCL, Professor Flynn completed clerkships with Chief Justice Arthur Chaskalson on the South African Constitutional Court and Judge Raymond Fisher on the U.S. Court of Appeals for the Ninth Circuit. He also represented consumers and local governments as a senior associate with Spiegel & McDiarmid and as senior attorney for the Consumer Project on Technology, served on the policy team advising then Assistant Attorney General for Civil Rights Deval Patrick, and taught Constitutional Law at the University of Witwaterstrand, South Africa.

Arthit Suriyawongkul, Thai Netizen Network

Arthit Suriyawongkul is a Pedestrian-in-Residence at Opendream and a Pedestrian/Researcher for Thai Netizen Network. Computer scientist and linguist by training. Arthit started his career as a software localization engineer in “The Network is the Computer” company. Later joined academic and industrial artificial intelligence research groups, in journalism and medical domains. Since 2006, he giving consultation and working for a number of organizations involving ICT for developments, Internet freedom, journalism, and information rights, like Mekong ICT Camp, Campaign for Popular Media Reform, and Creative Commons Thailand. In 2012, he finished his anthropology master from a university near Bangkok’s backpacker haven, on the topic of culture-politics on Thai online social network during the time of national conflicts. Moderator – Kannikar Kijtiwatchakul

Kannikar Kijtiwatchakul has no medical background but journalism. Among NGO communities, she is a campaigner on Intellectual Property Right and Access to Medicine, Drug System Monitoring and Development Program, Chulalongkorn University and also an active member of FTA Watch, Thailand; a coalition that monitoring and campaigning on free trade negotiations that have severe socially effected. In journalism, she writes a monthly column called Itchy World in Way Magazine. Besides, she hosts a radio newscast called ‘Chao Tan Lok’ (Morning World Review) on FM 96.5 MHz featuring reporting and commentaries on world news. Here she earns a reputation for her remarkable ability to make such difficult issues like global affairs, medicine patents in particular, immediately accessible to her audiences. She wrote several books and articles on access to medicine and intellectual property issue as “Drug Patent: Rich People’s Darling” (2005) and “The Right to Life” (2007). She is also a co-author of “Sustaining Access to Antiretroviral Therapy in Developing Countries: Lessons from Brazil and Thailand” published in AIDS 2007.

Robin Simpson, CI

Robin Simpson is senior policy adviser for Consumers International, and has been with CI since 2002 having previously worked as head of policy for the UK National Consumer Council. During that time he has worked on CI’s global positions on varied portfolios including water, energy, telecoms, international trade and competition, and in recent years financial services. He represents CI in international forums such as the OECD Committee on Consumer Policy, the OECD/G20 Task force on consumer protection in financial services, ISO where he has negotiated on the content of international standards in water, network services, energy and most recently, mobile payments, and UNCTAD where he was one of CI’s negotiating and drafting team preparing written and verbal submissions, in particular CI’s proposed redraft of the Guidelines.

He has taken part in CI regional programmes in Latin America and Eastern Europe, ISO programmes in Francophone Africa, and prepared detailed CI policy papers for presentation to OECD, World Bank and WTO negotiations. His academic background is geography and social administration and despite his advanced age he plays football and dances the salsa.

Madison Cartwright is the Campaigns Coordinator at CHOICE, Australia’s leading consumer organisation. In addition to providing general support to the CHOICE campaigns team, Madison is involved in policy work relating to price discrimination, copyright reform, access to content and the Trans-Pacific Partnership.

Madison has a Bachelor of Economic and Social Science from Sydney University, with First Class Honours in Government and International Relations.

Norbert Bollow, CI Expert

Norbert Bollow has studied mathematics and physics at ETH Zurich. Since then he has on one hand worked intensely in the field of informatics, in particular in regard to the interface to the needs of the people, groups and organizations who use the systems of information and communication technology.

On the other hand he is experienced in the application of best practice methods for the solution of complex systemic challenges. In this context in particular the RFC process as it is used in the Internet Engineering Task Force should be mentioned, as well as the problem solving and optimization methods of the Theory of Constraints.

Norbert represents the Swiss Open Systems User Group /ch/open in international standardization and various Internet governance related fora, and he is also otherwise active in various civil society groups.

Peter Walop
Peter Walop has over 20 years of experience in the broadcast and telecom markets and led many complex company transformations and new service launches. His main areas of expertise are telecommunications and broadcast regulations, business planning and financing as well as (broadcast) network planning and deployment.

As an ITU expert, Peter assisted African and Asian countries in migrating from analogue to digital broadcasting. Peter co-authored the ITU “Guidelines for the Transition from Analogue to Digital Broadcasting” and “Digital Dividend; insights for spectrum decisions”.

For the European Union he helped the Serbian government in planning the digital switch-over. He has assisted key broadcast players in Sweden (Boxer), Belgium (VRT/PMV) and the national regulator (NBTC) in Thailand with entering and preparing the digital television markets.

Peter previously worked for Nozema, the Dutch terrestrial radio and television network operator, as deputy CEO. As a member of the management team he launched digital and mobile television as well as wireless internet services in the Netherlands. In his last year working for Nozema he helped privatising the company (including the shareholdings inDigitenne, the DTT service provider in the Netherlands).

After having worked for Hewlett Packard in the UK, he joined Coopers & Lybrand Management Consultants for 9 years and carried out numerous assignments in the broadcast and telecoms industry, including (mobile) telephony, digital radio and television launches in the Netherlands, Germany, Spain and the UK.

Peter also worked for Accenture for 2 years to help building up the broadcast practice in the Benelux and carried out assignments for global broadcast operators based in Paris (TDF) and Luxembourg (SES), including the business planning for digital and mobile television

Onica N. Makwakwa, CI

Onica N. Makwakwa joined Consumers International (CI) in September 2012 as Head of CI Office for Africa where she is charged with leading and supporting the development of consumer protection and empowerment in Africa by supporting CI members in the region; implementing the CI Africa strategy; and reconnecting the Africa consumer movement with the global movement to deliver change for consumers.

She has 20 years of professional experience in the public, private and non-profit sector where she has served in numerous high level positions with national and international organizations including recently as Executive Director of UNITY: Journalists of Color, Inc., Director of Development at YWCA USA, Black Women’s Health Imperative (formerly the National Black Women’s Health Project), and National Low Income Housing Coalition and International Development Officer for the National Council of Negro Women in the USA.

He isMember of the National Credit Council at the Central Bank of the Western Statessince 2010. He isAdvisor for the RegulatoryAuthority for Post and Telecommunications of Benin since 2007. From 2004 to 2005 hewas consultant for the United Nations Development Programme (UNDP) on behalf of Benin, Togo and Mauritania in the mattersrelated to strengthening the capacity of civil society.

He leads since 2000 the Regional Information Center for Development (HRTC). In thiscapacity, hecoordinatedmanyprojectsfunded by the United Nations Development Programme (UNDP), the European Union (EU), World Bank (WB), the United States Agency for International Development (USAID) and the George SorosFoundation in the field of economic and politicalgovernance and protection of consumer rights in telecommunications in Africa.

Thawatchai Jittrapanun Commissioner, NBTC Thailand

Thawatchai Jittrapanun, Ph.D., is a commissioner at the National Broadcasting and Telecommunications Commission (NBTC) Thailand, an independent state regulator responsible for regulating telecommunication and broadcasting services in the country. Prior to his role as a commissioner, Thawatchai held a number of senior positions in academia and public sector. In addition to his lecturing role in finance and economics, he was a chairman of the Centre for Labour Development, a chairman of BA Program in Economics International Program, and a director of the Computer Service Centre at Chulalongkorn University, a leading university in Thailand. Thawatchai also was an advisor to the Budget Administration Controlling Committee for Thai Parliament and a credit risk management consultant at the Government Housing Bank of Thailand.

Thawatchai earned his bachelor degree in Mechanical Engineering from Chulalongkorn University, a master degree in Business Administration (MBA) from Georgia State University, and a Ph.D. in Business Administration, majoring in Finance, from University of Alabama – Tuscaloosa. He also is an alumnus of National Defence College (Thailand), National Defence Course Class 55.

Mr.Teerat Ratanasevi, Thailand Association of Digital Terrestrial Television

Mr.Teerat Ratanasevi is currently working as the Director of Programs and Digital Media at Voice TV and also the spokesperson of the Association of Digital terrestrial broadcaster of Thailand. Last year, he served as the Royal Thai government Spokesperson. He used to work as executive news editor for ThaiPBS and also Assistant Director of Television Department, Thai PBS. Mr.Ratanasevi started his television carrier as news reporter and news anchor for ITV and TITV.

Somsak Siripattanakul , Executive Director of Digital Broadcasting Bureau, NBTC

Mr. Somsak Siripattanakul is the Executive Director of Digital Broadcasting Bureau at Office of National Broadcasting and Telecommunications Commission (NBTC). His current role is to manage the transition process to digital terrestrial television broadcasting in Thailand. He received a B.Eng in Computer Engineering from Chulalongkorn University, Thailand, an MS.EE. degree in Telecommunications from the George Washington University, USA, and an MA. in International Business from Sophia University, Japan.

Mr. Somsak has more than 20 years of experience in telecommunications and broadcasting. His previous roles were a Director of Telecommunications Engineering and Technologies Bureau at NBTC , Acting Director of Telecommunications Research and Industrial Development Institute (TRIDI), NBTC. and a manager for New Service Development, at CAT Telecom Public Company Limited.

He also took part in many committees including Subcommittee on Technical Standard for Broadcasting Service, Subcommittee on Technical Standard for Telecommunications Service,  Committee on  IMT or 3G and Beyond Licensing, Committee on Spectrum Management Master Plan, and Committee on Telecommunications Roadmap.

Shirish Deshpande, Shirish Deshpande, Mumbai Grahak Panchayat – Bombay Consumer Forum (MGP-India)
Shirish Despande is a Consumer lawyer and the Chairman of Mumbai Grahak Panchayat (India) and CI Council Member. He is zctive in the consumer movement in India for last 29 years.

Shirish Despande successfully fought many consumer battles and provided relief to large no. of consumers. His one single case against a scooter manufacturer resulted in more than 400,000 consumers getting their deposits back with interest.

He was invited to draft Consumer Protection Act for Fiji by Consumer Council of Fiji under EU project.

He launched an innovative campaign whereby more than 200,000 consumers broke the monopoly in power sector and to protest against its steep hike in tariff switched over to another power distribution company.

He has also filed several Public Interest Litigations to make Government accountable and to force it to protect consumer interest.

Seah Seng Choon, Seah Seng Choon, Consumer Association of Singapore (CASE), Singapore

Seah Seng Choon is the Executive Director of CASE chartered to protect and enhance consumers’ interests through information and education, and to promote an environment of fair and ethical trade practices in Singapore.

As an advent advocate of fair trade, Seng Choon is well-respected and plays an active role in various organisations. He is a member of the Council for Estate Agents (CEA), Council for Private Education (CPE) on Consumer Education & Student Support, Financial Advisors Industry Review (FAIR) Panel, Genetically Modification Advisory Council (GMAC), the Management Systems Standards Committee (MSSC), SPRING, Food Standards Committee Member of Singapore Articles National Code, member of Cut Waste Panel set up by the Government, a member of the National Trust Council set up by IDA to promote safe and secure e-commerce and a member of the Certification Advisory Council (SPRING).

Seng Choon is also the President of the Foreign Domestic Workers Association for Skill Training (FAST).  In this role, he leads the organisation to conduct meaningful training programmes to enhance the well-being of foreign domestic workers in Singapore.

Seng Choon had extensive experience in running organisations.  He was the Executive Secretary of The Food and Beverage Industrial Workers Union, which advocates fair employment terms for workers, General Manager of NTUC Denticare which provides affordable dental services, Director for Skills Development at NTUC training department which overseas among other things, the Skill Redevelopment programme which facilitates the retraining of workers in Singapore, board member of former National Productivity Board which oversee the productivity movement in Singapore.
Seng Choon obtained his BA (Economics, History) and Post Graduate Dip (Business Admin) from the National University of Singapore, and was inducted into the Senior Executive Programme at the London Business School.

Supinya Klangnarong,  Commissioner  NBTC

She had been working as a media activist and policy advocate for almost 18 years until recently was selected by the Senate to be one of the 11 first independent media & telecommunication commission in Thailand in October 2011. She is the only female and youngest member of NBTC which has a single term of work period for 6 years. Previously, she was fighting against Shin Corporation, former PM’s family telecom and media business over the criminal and civil defamation lawsuits, the cases were acquitted and withdrawn in 2006.

Jai Ok Kim is a Council member of National Economic Advisory Council appointed by President of Korea. Ms. Kim is a Board member of National Medical Center.

She is also the  President of Korea Climate Environment Network, which has 46 member organizations from consumers, women, environment, and civil cosiety organizations, which work on Climate Change and environment protection. Last month she was appointed as a Committee member of Presidential Committee on Green Growth in Korea.

She is a Steering Council member of IBFAN AP and PAN AP. She was a Chair of ISO Consumer Policy Committee (ISO COPOLCO). She has served as a Committee member of “Presidential Regulatory Reform Committee “, “Presidential Commission on Sustainable Development (PSCD)”, Korea. Ms. Jaiok, Kim has co- authored 11 books; Changing the Marketplace for a Safer Life for all, Consumer Movement, Consumption Sociology, Climate Change, Oil watch etc.

Moderator -  Assistant Professor Pirongrong Ramasoota, Ph.D.
Pirongrong Ramasoota is currently director of the Thai Media Policy Center (Thai-MPC), which is a research unit specializing in issues related to media law and regulation at the Faculty of Communication Arts, Chulalongkorn University in Bangkok, where she has taught for the past 20 years.  Apart from teaching, Pirongrong has actively participated in several endeavors related to media reform, including being commissioner in the tabling of the country’s first Public Television law and the Frequency Allocation and Communication Regulation law. Pirongrong completed her PhD in communication studies from Simon Fraser University in Vancouver, Canada, under the Canadian International Development Agency (CIDA) scholarship.  Her research interests include media policy and regulation, social implications of ICTs, and media and democratization, and information privacy.

Consumer protection in the digital era: Global Review of the UN Guidelines for Consumer Protection (UNGCP)

Hassan Qaqaya, Head-Competition law and Consumer Policies Branch UNCTAD, Geneva.

Mr. Qaqaya is the Head of the UNCTAD Competition and Consumer Policies Branch since 2006. Mr. Qaqaya has a doctorate in Economics from the London School of Economics and a Masters in International Law from the Lausanne University.  He has been working for UNCTAD since July 1981 in which he specialised first in Financial regulation, international trade, and anti-dumping.  While at UNCTAD he has also been teaching at the Webster University in Geneva on international economics.  Hassan has been travelling the world constantly over the last years, assisting over 50 countries in drafting competition and consumer protection laws, application guidelines, and organising training workshops. Robin Simpson, Consumers International (CI)

Robin Simpson is senior policy adviser for Consumers International, and has been with CI since 2002 having previously worked as head of policy for the UK National Consumer Council. During that time he has worked on CI’s global positions on varied portfolios including water, energy, telecoms, international trade and competition, and in recent years financial services. He represents CI in international forums such as the OECD Committee on Consumer Policy, the OECD/G20 Task force on consumer protection in financial services, ISO where he has negotiated on the content of international standards in water, network services, energy and most recently, mobile payments, and UNCTAD where he was one of CI’s negotiating and drafting team preparing written and verbal submissions, in particular CI’s proposed redraft of the Guidelines.

He has taken part in CI regional programmes in Latin America and Eastern Europe, ISO programmes in Francophone Africa, and prepared detailed CI policy papers for presentation to OECD, World Bank and WTO negotiations. His academic background is geography and social administration and despite his advanced age he plays football and dances the salsa.
